arg1 - line to be used  
Note: If arg1=0, then local Obs.List is reviewed.
Note: If no local Obs.List is present, the user is queried.

targinfo:
  Establish basic HET target info. The data is usually
  read from a local file named "Obs.List". The basic
  data values on each line are:
    index  TargetName  Ra_sex  Dec_sex  AZ 

If no "Obs.List" file is present, then the user is queried 
for information. If a line number of "0" is given on the 
command line (arg1) then the Obs.List file will be be reviewed 
and the user is queried for aline number. Otherwise, the line 
number given for arg1 is used to extract that entry from the 
Obs.List file.
