Select acm images in a time window (about an input UT time) and then allow user to select images in this set for viewing with the ds9_view routine.

arg2 - UT time of interest (Muts be in hh:mm:ss.s format)   
arg3 - low end of time window in minutes 
arg4 - high end of time window in minutes
